In september werd de herziening uit de doeken gedaan van de langetermijnobjectieven binnen het monetair beleid van de Fed. Het Federal Open Market Committee (FOMC) gaf ‘forward guidance’ over de beleidsrente die het zal hanteren voor de komende drie jaar. De Amerikaanse centrale bank engageert zich om de rente tegen het nulpunt te houden gedurende ten minste drie jaar tot het moment dat ze op een duurzame manier haar doelstelling bereikt van volledige tewerkstelling en inflatie. De Fed koppelt dus voorwaarden aan het optrekken van de rente.
Ook de manier waarop de Fed haar mandaat van prijsstabiliteit in de toekomst wil invullen werd gewijzigd. Ze staat voortaan meer flexibiliteit toe in de vorm van een inflatietarget dat gemiddeld 2% inflatie over een bepaalde periode moet bedragen. Zo geeft de Fed zichzelf de mogelijkheid de inflatie te laten oplopen boven de drempel van 2% als compensatie voor periodes van lage inflatie. In ons ‘In the Picture’-segment zoomen we in op wat er al gekend is over deze nieuwe aanpak en hoe die concreet geïmplementeerd kan worden.
Het akkoord over een Europees herstelfonds bracht kalmte en deed de grootste risico’s wegebben. Iets waarvan de euro kon profiteren. De significante versterking van de Europese pasmunt sinds onze vorige publicatie in juli, baart de ECB echter wel zorgen. Goedkopere importen drukken de prijzen, waardoor de inflatie uiterst zwak blijft. De Europese centrale bank heeft echter weinig munitie om tussen te komen. De evaluatie van het PEPP zal waarschijnlijk als resultaat hebben dat dit programma nog tot volgende zomer in plaats blijft om te voorzien in soepele financieringsvoorwaarden.
Tot slot is het SURE-programma van start gegaan om de arbeidsmarkt een hart onder de riem te steken. In de race naar een vaccin moeten immers nog veel hordes overwonnen worden.
